WHAT: AGENDA FOR THE REGULAR MEETING OF THE BOARD OF SUPERVISORS COUNTY OF LOS ANGELES, CALIFORNIA WHERE: KENNETH HAHN HALL OF ADMINISTRATION, 500 WEST TEMPLE STREET, LOS ANGELES, CALIFORNIA 90012, BOARD HEARING ROOM 381B WHEN: TUESDAY, DECEMBER 20, 2022, 9:30 A.M. WHY: (TOPIC): REDUCING THE RATE OF EUTHANASIA ON ANIMALS IN THE CARE OF THE DEPARTMENT OF ANIMAL CARE AND CONTROL HOW: THE GOAL IS TO ARRIVE BY 9 A.M. SO ALL THE ANIMAL LOVERS WILL BE FIRST IN LINE AND GET YOUR SPEAKER CARDS FILLED OUT. I ALSO NEED YOU TO READ AND SHARE THIS UPDATE. I'M PLANNING TO BE AT THIS MEETING IN-PERSON AND I NEED YOU TO JOIN ME OR JOIN THE MEETING VIRTUALLY. I'M LITERALLY SHAKING AS I TYPE THIS IT'S THAT IMPORTANT. I'M PRAYING YOU HEAR ME AND GET HOW IMPORTANT YOUR ATTENDANCE IS. IF YOU'VE NEVER SPOKEN UP FOR THE ANIMALS BEFORE THEY NEED YOU TO DO THIS NOW. FROM AUTHOR OF THIS PETITION/PROTEST TO REOPEN THE SHELTERS: Do you remember two weeks ago when Director Marcia Mayeda's animal pounds killed a puppy named "Bowie?" BOWIE'S killing has sparked a revolution in the animal networking and rescue world. As animal pounds remain partially closed, Director of Los Angeles Care and Control is messaging media about UNICORNS AND STUFFED ANIMALS (see the attached image). After Director's Marcia Mayeda's 20 years of holding this position, you'd think her holiday newsletter would have something to do with saving our animals. Instead, she talking about adopting unicorns. So, instead of expecting anything from animal control this holiday, we need YOU to speak up for our abandoned animals. At tomorrow's Los Angeles County Supervisor's meeting, the County Supervisors are calling for an investigation of Bowie's death. But let's not be fooled folks, the Supervisors have done this before when the public is outraged. They throw us a bone only to make us believe they are doing something to solve the problems at the pounds. I've been fooled by these maneuvers by this council before. I'm told Janice Hahn is close friends with Director of Animal Control Marcia Mayeda. So, just know this is an act they get away with on an annual basis. That being said, we need to make sure the public shows support of BOWIE AND HOLDS THIS COUNCIL AND ANIMAL CONTROL ACCOUNTABLE for the actions of Director Marcia Mayeda. In my opinion, we need new leadership. Obviously, Ms. Mayeda has been making these same mistakes for the last 20 years and getting away with it. Hey Supervisors, I'd gladly take on Marcia's job. I'm done thinking anything new is coming out of this leadership team. We need RESCUE-MINDED LEADERS in LEADERSHIP. That being said, we need the public to show up and demand justice for BOWIE and the thousands of other animals weekly killed and planning to be killed at our pounds this holiday. Before the agenda items are discussed, the Board will make time for public comment. You will be given 1 minute and 30 seconds to speak. It is very important that you call in or attend and let the council know that our animal pounds are out of control and need new leadership. Let them also know we need our animal pounds FULLY RE-OPENED too! If you can not attend, please share this post. We need as many people to participate in this meeting as possible Below is the agenda item... 10. Reducing the Rate of Euthanasia on Animals in the Care of the Department of Animal Care and Control

Recommendation as submitted by Supervisors Solis and Hahn: Instruct the Director of Animal Care and Control, in collaboration with rescue partners and animal welfare stakeholders, to report back to the Board in writing in 30 days with a full accounting of what led to the use of euthanasia on the 3-month-old puppy, Bowie, at the Baldwin Park Animal Care Center and a plan to prevent similar incidents; and report back to the Board in writing in 90 days with a five-year plan to decrease the number and percentage of animals who are euthanized with built-in, annual benchmarks, including the following:

An accounting of the reasons for animals being euthanized including illness, safety, lack of rescue availability, etc., broken down by species and animal care center;

A review of the Department of Animal Care and Control (DACC) policies and recommended changes that would help decrease the rate of euthanasia;

An analysis of the feasibility of achieving a 90% live release rate;

Gaps analysis to determine what resources and staffing may be needed to reduce the euthanasia rate;

An assessment on the number of rescue and community partners needed to decrease the euthanasia rate without decreasing the number of intakes to animal care shelters;

Recommendations for expanding and improving partnerships with rescues, fosters, and volunteers;

A plan to expand prevention programs to minimize owner surrenders;

An analysis of potential costs incurred by DACC to reduce the rate of euthanasia; and

A plan to expand DACC’s Spay4LA program to make it more financially accessible.
